A Salisbury teen faces charges after he was seen breaking into a truck, removing a black pocketbook, removing items from the pocketbook and then throwing it into a garbage can, according to the Salisbury Police Department.
Phillip Bejhoun Westmoreland, 17, 716 N. Fulton St., is charged with felony breaking and entering a motor vehicle and misdemeanor larceny after the witness provided a description of the suspect.
He is accused of breaking into a vehicle owned by a friend of April Livengood, who had left her pocketbook in the vehicle while she was attending court. She identified the items recovered from the suspect.
He was held under $2,500 secured bond pending a first appearance in court.

– Jessie Nicole Woolf reported the N.C. registration plate stolen off her vehicle while it was parked at Salisbury Mall, 1935 W. Jake Alexander Blvd., Jan. 29.
– Vernice Bailey was charged Jan. 29 with misdemeanor larceny at Family Dollar Store, 410 E. Innes St.
– Eleira Contieas, 117 E. Harrison St., reported an attempted burglary at her home Jan. 30.
– A vandalism was reported Jan. 30 at Reliable Pawn Shop, 1628 S. Main St., and at businesses at 107 Mooresville Road. Damage totaled $1,100.
– Rhonda Ward reported vandals damaged a Grasshopper Communication kiosk Jan. 30 in Salisbury Mall, 1935 W. Jake Alexander Blvd.
– Alicia Renee Plyler reported someone had taken two pawn tickets from her belongings and then used them to retrieve her property at Frank’s Pawn Shop, 107 N. Main St., between Dec. 6 and Jan. 21.
– Jeffrey Moss and Kirby Taylor both reported emblems were removed from their vehicles while they were parked at Catawba College, 2300 W. Innes St., between Jan. 28 and 30.
