City planning board to hear rezoning requests

SALISBURY — The Salisbury Planning Board has a jam-packed agenda Tuesday, including the election of a new chairman and vice chairman.
The board will meet at 4 p.m. in City Council chambers at City Hall, 217 S. Main St. The meeting is open to the public.
The agenda also includes:
• Swearing in new members Shaun Brixey and Bill Burgin
• The city of Salisbury’s request to rezone approximately 20 acres or seven parcels located on the east side of Faith Road from general residential G-3 to rural residential. The addresses are 1210, 1230, 1304, 1308, 1312 and 1316 Faith Road.
General residential G-3 zoning is intended for the city’s existing predominately residential neighborhoods and provides for new mostly residential development in accordance with a lower-density suburban pattern. The G-3 means up to three homes allowed per acre.
Rural residential zoning is intended to accommodate low-density, rural residential and agricultural uses and protect natural vistas and landscape features that define a rural heritage. This would allow a minimum of one home per 5 acres.
The city is acting as the petitioner on this rezoning request because it is part one of a two-part rezoning process to properly “downzone” land along the east side of southern Faith Road to a rural classification based on limited future development potential, environmental sensitivities and a long-range effort to zone consistently with the Eastern Gateway Area Plan, according to city staff.
Staff noted that an existing property owner in the area would benefit from this downzoning. The property owner wants to put a manufactured second home on the property.
The Planning Board will conduct a courtesy hearing.
• The city also requests rezoning about 7 acres or 12 parcels located between Wood Avenue, West Jake Alexander Boulevard and Statesville Boulevard by removing the general development A overlay.
The properties include Community One Bank and the American Red Cross.

• A proposed text amendment to the city’s Land Development Ordinance regarding secondary dwelling units, commonly known as mother-in-law suites or garage apartments.
• Livingstone College’s request to permit agriculture within the institutional campus zoning district. The college is resurrecting its urban farm located near Brenner Avenue.
• Committee assignments and proposed amendments to the rules of procedure.
