School board to discuss potential property for consolidated elementary school

The Rowan-Salisbury Board of Education will discuss a potential site for a consolidated elementary school in the western part of the county during closed session Monday.

According to attachments to the board’s online agenda, the property is located at the intersection of N.C. 801 and Godbey Road in the West Rowan area.

A Rowan County Tax Administration search shows that the property belongs to Mr. and Mrs. A.L. Powlas of Worthington, Ohio.

The property’s assessed value is $6,354 and its market value is listed at $338,588. The parcel’s tax district is in Woodleaf.

This is the first time the board has discussed this property as a possible location for the new school.

Assistant Superintendent of Operations Anthony Vann said the district hasn’t entered into negotiations with the property owners, but Vann wants direction from the board about how to proceed.

“It’s just really trying to find something that’s available for a new school,” he said.

In addition to looking at the potential West Rowan property, the board will also review a draft contract for the elementary school with SFL+A Architects.

The firm was previously approved to do the design work for Knox and the western elementary school.

“I wanted to get a draft copy in front of them because it’s 30 or 40 pages,” Vann said.

He added that the board will also discuss its mediation agreement with county commissioners that lays out the district’s capital projects and funding. Because the board decided to switch its priority from Knox Middle School to the western elementary school, the mediation must be amended before any funds can be collected.

“I think we need to amend that agreement to send it to the commissioners,” Vann said.

Other items on the board’s agenda include:

  • The board will review policies regarding employee dress and appearance, employee leave, school trips and standards of conduct.
  • Lane Wallace will present a proposal for solar roof panels to be installed at Carson High School, Koontz Elementary, Hanford-Dole Elementary and the Wallace Educational Forum.
  • Chief Financial Officer Tara Trexler will present a resolution similar to one Moore County Schools passed asking the General Assembly to review the funding formula used to supply state teaching positions to local school districts. The current allocation does not take into account required class sizes based on grade level.
  • Eisa Cox will discuss the option of adding two high school course options­ — Honors Apparel and Textile Production and Advanced Placement Human Geography.
  • The board will review its memorandum of agreement with Rowan-Cabarrus Community College to operate Rowan County Early College on the college’s campus.
  • Vann will discuss deeming 20 mobile units as surplus.
  • Discussion of a potential property swap involving property on Heilig Road.
  • The board will look at a proposed band director observation tower that would be built as an Eagle Scout project.
  • Vann will talk to the board about the district’s choice school areas.
  • Vann will also update the board on the central office’s construction progress.
  • Trexler will discuss the county’s budget and how it compares to other similar counties.

The Board of Education will meet Monday at 4 p.m. at the district’s administrative offices, 110 S. Long St. in East Spencer.
