Salisbury City Council to honor former Police Chief Rory Collins

The Salisbury City Council will be meeting on Jan. 5 at 4 p.m. at 217 S. Main St.
During the meeting, the council will consider adopting a resolution to honor retired Police Chief Rory Collins.
After 20 years of service with the Salisbury Police Department and serving as police chief since 2010, Collins retired at the end of December.
In an email sent to his staff in November, Collins said he made the decision to retire on his own and was ready to start a less stressful chapter of his life.
Collins endured criticism as the city struggled with violent crime, including gun violence and several unsolved murders.
He started out as a courtroom bailiff with the Rowan County Sheriff’s Office and joined the Salisbury Police Department in 1995.
Captain Brian Stallings has taken over for Collins as the department’s interim police chief.
In other council business, the council will consider:
• A request for a temporary right-of-way use permit for the closure of four parking spaces and the sidewalk adjacent to 113 E. Fisher St. from Jan. 5 to March 31.
• Adopting an ordinance to restrict parking along the south side of the 700 block of Hedrick Street.
• Adopting a Resolution of Declaration of Official Intent to Reimburse Expenditures regarding the acquisition of property and construction for two fire stations.
• Adopting a $7,200,000 Capital Project Ordinance for the Advanced Metering Infrastructure Implementation Project.
