Alcohol establishment, store have items on Salisbury City Council agenda

The Salisbury City Council will consider agenda items concerning two places that sell alcohol at its meeting on Tuesday.

The council will meet at 217 S. Main St. at 4 p.m.

The council members will consider rezoning 1428 Jake Alexander Boulevard South, a vacant spot just west of Sheetz. The Rowan/Kannapolis ABC Board has requested the approximately 1.5-acre portion be rezoned from Corridor Mixed-Use (CMX) to Highway Business (HB) and that the existing General Development-A Overlay be removed.

The ABC Board has proposed building a larger ABC store on the spot, which is across from an existing ABC store. The new store would have a larger warehouse in the back to serve wholesale customers.

Since the rezoning request is a general one, all HB entitlements will be considered, not just the larger ABC store.

A public hearing will be conducted and the council will consider adopting an ordinance to rezone the property.

The council will also consider giving a special-use permit to the Firehouse Brew Pit, a bar at 113 S. Lee St.

At a meeting last month, the Salisbury Planning Board recommended denial of the permit. Planning Board members found that based on evidence received from proponents and opponents of the bar, one of the requirements to issue the permit, standard C, was not met. The requirement stated that “the public health, safety and welfare will be assured and the proposed development will not substantially injure the value of adjoining property and associated uses if located where proposed,” according to meeting documents.

The council will hold a public hearing during which staff, proponents and opponents of the bar will speak. After the findings of fact, the council will decide on whether to issue the permit.

In other business, the council will:

• Hear Highlights and Goals presentations from the Alternate Methods of Design Commission, Historic Preservation Commission, Planning Board and Zoning Board of Adjustment.

• Hold a public hearing regarding the use of 2016-2017 Community Development Block Grant (CDBG) and HOME program funds. The city has limited the CDBG funding for sidewalks, park improvements and other public infrastructure to the West End, Jersey City, Park Avenue and East End neighborhoods. Community members and public service agencies are invited to make requests and talk about community development needs.

• Consider adopting a resolution for an extension of the Downtown Municipal Service District to include 10 parcels in the 400 block of North Lee Street.

• Consider a second reading of an ordinance to prohibit parking at all times along a portion of King Street.

• Consider awarding a contract of about $869,132 to Gilbert Engineering Company of Statesville for construction of the Centerview Lift Station Outfall Project.

• Hold a public comment session.

• Hear a Salisbury-Rowan Utilities Water update.
