March 16 Blotter: Wheels taken off roadside construction signs

In Rowan County Sheriff’s reports:
• Lane Construction reported Monday that wheels were stolen off automated mobile construction signs at the Webb Road on-ramp sometime between March 10 and Monday.
• A man reported Monday that he was the victim of fraud in the 400 block of Foster Road, Cleveland.
• A woman reported Monday her garage was broken into in the 1800 block of Lower Stone Church Road, Rockwell.
• A man reported Monday that he was the victim of fraud in the 200 block of Old Tulip Farm Road.
• A woman reported Monday that she was the victim of a physical assault in the 1300 block of Mount Moriah Church Road, Landis.
• A man reported Monday a breaking and entering in the 2000 block of Townview Drive, Kannapolis.
• Don Allen Parson, 39, was charged Monday with misdemeanor carrying a concealed gun in the 2500 block of North Cannon Street, Kannapolis.
• Charles Edward Harrill, 54, was charged Monday with being a fugitive from justice while at the Rowan County Courthouse.
• John Abbott Washington, 16, was charged Monday with misdemeanor simple assault in the 700 block of Crescent Road, Rockwell.
