Rowan County authorities charged 71-year-old with secretly peeping into neighbor’s window

MOORESVILLE — A 71-year-old Mooresville man is charged with secretly peeping into his neighbor’s window. The homeowner told authorities the man was particularly interested in three teenage daughters.
Arthur Palacios Sr. was charged with the misdemeanor offense Thursday at his home, 9335 W. N.C. 152, according to the Rowan County Sheriff’s Office.
Palacios was issued a criminal summons to appear in court June 25. Deputies say he lived in a building behind the residence.
A woman called to speak with a deputy to say that her neighbor told her that Palacios was peeping into a window at her home. She said she had been at work at the time, but her three teen daughters were home.
The mother confronted Palacios about the peeping, authorities said. She said her family had moved there in February and Palacios lived in a building behind her neighbor’s home.
When a deputy arrived, he spotted Palacios standing near the home. Palacios told the deputy he had been walking and just happened to stop near the house.
Deputies got no response when they checked the mother’s home. She later told a deputy that she instructed her daughters not to answer the door.
The mother said she had had problems with Palacios before. He brought the family baked goods on April 20 and asked questions about her three daughters, she said. The most recent incident occurred April 25.
