SALISBURY — The Rowan County commissioners on Monday will consider financing proposals for capital improvements for Rowan-Salisbury Schools and Rowan-Cabarrus Community College.

The amount to be financed is $7.1 million. The Finance Department has recommended that the county accept the low bidder — STI Institutional and Government — to finance the projects. The company has offered an interest rate of 2.04%.

Other financing proposals came from TD Bank with an interest rate of 2.29%; USBancorp, at 2.573%; First National Bank, at 2.59%; and First Bank, at 3.05%.

The Finance Department has asked that the assistant county manager and finance director be authorized to set up an escrow account for the proceeds, according to the county agenda.

The improvements at Rowan-Cabarrus Community College include a mass-notification system and parking lot repairs, valued at $300,000 each. The improvements for Rowan-Salisbury Schools include heating and air-conditioning system upgrades valued at a total of $6.5 million.

A breakdown of HVAC improvements shows that HVAC replacements are estimated to total $4.30 million; HVAC controls are estimated to total $1.58 million; engineering is estimated to total to $272,200; and $325,500 would be set aside in contingency.

A public hearing about the proposals is scheduled during Monday’s meeting — 3 p.m. Monday at the Rowan County Administration Building 130 West Innes St.

In other business:

• Chandler Concrete has requested a temporary use permit to erect a concrete batch plant to provide material for North Point Development’s Chewy distribution plant at 255 Front Creek Road, south of Long Ferry Road at Interstate 85.

The request comes because of the size of the Chewy project. The plant would be on an adjoining parcel, aimed to provide concrete more quickly and efficiently.

• ADW Architects will give a presentation on potential plans for West End Plaza. The presentation will look at moving some county offices — including agriculture-related agencies and forestry — into the former shopping mall, said Greg Edds, commissioners chairman.

The presentation will also address remodeling part of the old Belk store for meeting space, Edds said.

• Commissioners will discuss a potential contract with Morgan Architecture and Consulting to design a kitchen at Ellis Park.

• The board will go into closed session to discuss an honorary award.

• In the consent agenda, commissioners are set to approve a waiver of fees for 24-hour fast-track permitting for the Chewy facility. Fast-tracking for local permitting usually costs $2,500.
