In Salisbury Police Department reports:

• Richard Ira Phifer,51, was charged with maintaining a vehicle or dwelling for use of the storage or sale of a controlled substance, possessing drug paraphernalia, resisting public officer, two charges of trafficking in cocaine and three charges of possession with the intent to manufacture, sell, and deliver a Schedule two substance on Friday.

In Rowan County Sheriff’s Office reports:

• Richard Joplin, 43, was charged with possession of a weapon by a prisoner on Friday.
• Tony Hall, 53, was charged with possession of a weapon by a prisoner on Friday.
• Louis Slade, 35, was charged with carrying a concealed weapon on Sunday.
