Kannapolis approves development agreement for Kellswater Commons project

KANNAPOLIS — The Kannapolis City Council voted to come into a development agreement at their Nov. 27 meeting with Kellswater, LLC as part of the Kellswater Commons project that is being constructed at Kannapolis Parkway and Rogers Lake Road. It is city policy for a development agreement to be adopted for all projects receiving a wastewater allocation permit according to the Kannapolis wastewater allocation policy.

The commercial, 11 acre project in question will include a “grocery store anchored retail shopping center as well as an outparcel building.”

Assistant City Manager Wilmer Melton said that Lowes Foods is the grocery store that is going into the center. Melton also mentioned Caribou Coffee, a medical office, and another facility that is “not currently designated” will be utilizing the space as well. 

Ken Chapman, a representative from the developer, MPV Properties, said that they are ready to begin construction and plans are now available for Kannapolis to review. While Melton advised much of the primary infrastructure has gone up, Chapman said there is still more work that needs to be done before it is completed. He said it will take 9-10 months to finish with the Lowes Foods hoping to be open by the spring of 2025. 

Chapman said that once the Lowes Foods is further along in the construction process, more potential tenants should commit to moving into the surrounding buildings near the center.
