Preview: County commissioners to hold hearing on incentives for Red Rock Development

SALISBURY — The Rowan County Board of Commissioners will hold a public hearing for a formal incentives agreement for Red Rock Developments in its upcoming meeting on Monday.

The commissioners previously approved general incentive terms in 2022 for the development coming to Long Ferry Road. Those terms consisted of a reimbursement of up to $4.2 million for public water, sewer and road improvements.

Monday’s proposed incentive would be the official agreement laying out the terms for both the county and Red Rock. It states that the county will reimburse the company up to $4.2 million for public infrastructure improvements and lays out the other conditions Red Rock will need to meet. The project should have a minimum assessed tax value of $100 million, Red Rock will need to provide evidence of substantial completion of the improvements before being reimbursed and once the company reaches the $100 million mark the county will consider potential incentives for additional investments. 

If approved, the contract states that Red Rock will need to have the first project building completed within five years.

The meeting is scheduled for 3 p.m. on Monday and will be held at the Rowan County Administration building located at 130 W. Innes St. in Salisbury. The other agenda items that will be discussed include:

  • The commissioners will continue a legislative hearing for an ordinance change that would set up specific standards for racing complexes. The hearing began during the February 19 meeting and was tabled until Monday.   • The commissioners will hold a public hearing on the naming of two currently unnamed driveways. Brothers Way is the proposed name for the driveway located in the 8800 block of Smith Road. Thicket Lane is the proposed name for the driveway located in the 100 block of Umberger Road.
  • The commissioners will hold a legislative hearing on a proposed ordinance change that would have the county planning board also serve as the board of adjustment. The proposed change comes after the legislature authorized the planning board to hold quasi-judicial hearings for special-use permits.
  • The commissioners will hold a quasi-judicial hearing for a special-use permit that would allow a 2,617 square foot residential storage facility on a property in the 900 block of Driftwood Trail.
  • The commissioners will hear about citizens who applied for membership of local advisory boards and potentially approve their appointments.
