CANCELED: Inclement weather forces RSS to postpone student return

ROWAN COUNTY — The Rowan-Salisbury School System has officially called off the first day of school on Thursday as the state hunkers down for Tropical Storm Debby’s arrival.
The school system notified the public on Thursday that it would make a final decision by 1:30 p.m. on Wednesday, to give officials time to make their determination. Schools will remain open for teachers as a optional work day.

According to the announcement, students would be notified of Friday’s status by Thursday at 3 p.m.
The decision comes amid storm prep around the Tar Heel State. Governor Roy Cooper signed an executive order two days ago declaring a state-wide state of emergency in anticipation of inclement weather after Debby makes landfall. Rowan County Emergency Services indicated that a flood watch will remain in effect from late Wednesday through at least Friday morning due to the expected heavy rainfall caused by the “slow-moving” storm.
“Excessive runoff may result in flooding of rivers, creeks, streams and other low-lying and flood-prone locations,” the emergency services organization said in an announcement on Wednesday. “Extensive street flooding and flooding of creeks and rivers are possible.
“Slow moving Tropical Cyclone Debby will result in a prolonged period of rainfall, which will be heavy at times, late Wednesday night through Friday morning. Rainfall amounts ranging from 4 to 7 inches are possible along and to the east of the Interstate 77 corridor by Friday morning, with locally higher amounts possible. Rainfall of this magnitude would result in flash flooding in numerous locations, with significant flooding possible, especially in urban areas.”
A flood watch indicates the potential for flooding. Meanwhile, a flash flood warning would indicate one in progress.
“A Flood Watch for flash flooding means there is a potential for rapid onset flooding based on current forecasts,” Rowan County Emergency Services’ announcement said. “Flash flooding is a very dangerous situation and may impact areas that do not typically flood”Please monitor the latest forecasts and be prepared to take action quickly should Flash Flood Warnings be issued.”
