Preview: Commissioners to consider awarding Health Department construction contract

SALISBURY — The Rowan County Board of Commissioners will consider awarding the contract for the construction of the new Rowan County Health Department facilities in the Rowan Community Center, formerly titled the West End Plaza, to Greensboro-based Holden Building Company, who submitted the lowest bid.

Holden submitted a total bid, including potential alternates such as drive-thru lanes and exterior improvements, of $14,842,904. The base bid without any alternates was approximately $12 million.

Holden’s bid was the lowest total out of five companies that submitted offers, with the next lowest bid being Batson-Cook Company at approximately $15.2 million.

The Health Department plans to move into the former Salisbury Mall in order to find more room for operations, due to outgrowing its current location on East Innes Street, which it shares with the Department of Social Services.

The meeting is scheduled for 3 p.m. on Monday and will be held at the Rowan County Administration building located at 130 W. Innes St. in Salisbury. The other agenda items that will be discussed include:  

  • The commissioners will hold a legislative hearing on a zoning text amendment which would create a definition for Automobile Towing with Storage in the county ordinances as well as creating the option for it to be considered through a conditional district or special-use permit process in the county’s Industrial district.
  • The commissioners will consider a family subdivision waiver for a property in the 300 block of Knight Farm Road which would allow for a subdivision to be conveyed to a family member that is not considered an immediate family member under the zoning ordinances.
