Preview: commissioners to hold hearing on tax incentives for new 29-job business

SALISBURY — The commissioners will hold a public hearing on a proposed tax incentive package for a company looking to expand into Rowan County, which would bring 29 jobs and approximately $1 million in investment to the area.
The company, listed only as “Project Secure” in the Rowan EDC’s proposal, is looking to expand into the Charlotte region and is currently considering a building in the Rusher Farms Commerce Center in East Spencer for a location.
The company, which would rent the building, has proposed bringing 29 jobs paying approximately the county’s average wage along with $1 million in business personal property, which would create property tax revenue. The company would also reimburse the building owner for 33 percent of the property taxes paid, adding up to a total tax revenue to the county of approximately $27,000 a year.
The company is asking for a “Level 1” grant from the county, which would provide a tax return of 40 percent of the taxes paid. That number is decided by the county’s tax incentive policy, which outlines requirements companies need to meet for certain levels, with one being the lowest.
The meeting is scheduled for 6 p.m. on Monday and will be held at the Rowan County Administration building located at 130 W. Innes St. in Salisbury. The other agenda items that will be discussed include:
- The commissioners will consider making a decision on a zoning amendment that would change recently-approved zoning requirements for motorsports complexes. The decision was tabled at a previous commissioner meeting after Mooresville Motorsports Complex, who issued the request so that they could have both dirt and pavement drag strip without required additional acreage, received what Chairman Greg Edds called a “disappointing” citation for moving forward with an illegal event despite the county planning staff issuing a warning letter. - The commissioners will consider making a decision on a zoning text amendment which would create a definition for Automobile Towing with Storage in the county ordinances as well as creating the option for it to be considered through a conditional district or special-use permit process in the county’s Industrial district. The issue was tabled at a previous meeting after commissioners asked for more information on the new ordinances.
