Rowan County has approved the clearing, stump removal, and sediment control plan for the planned High Rock Raceway in Spencer.
Lloyd Pace, the county’s code enforcement officer, said the developers of the track will be able to begin work following a required pre-construction meeting on Thursday that will include the N.C. Department of Environment and Natural Resources and other agencies.
The county is awaiting the complete erosion control plan for the race track, which will cover a large section of the former N.C. Finishing Company site along U.S. 29 on the banks of the Yadkin River. Grading won’t be allowed until the erosion control plan is submitted.
“We appreciate Rowan County’s quick turnaround on our plan and we are anxious to start clearing the balance of the site,” Rich Combs, president and chief operating officer of High Rock Raceway, said in a press release. “The clearing process will probably take two months …”
He also pointed out that stumps and trees that are cleared will be ground and the wood chips will be used to create pathways through the area.
