Rowan County commissioners have approved an agreement that ends Glen Mooreís service as county tax collector.
Moore, who has served as tax collector since 1994, has been on paid administrative leave since March 12 due to what has been described as management issues.
The document approved Monday noted that ěthe parties have agreed that it would be in their mutual best interest to sever their employment relationship.î
After a brief closed session Monday night, the Rowan County Board of Commissioners approved the two-page separation agreement.
Under state statutes, the county tax collector is one of a half dozen employees who work directly for the Board of Commissioners.
County Attorney Jay Dees said the agreement was offered by Moore through his attorney, Randy Reamer.
The agreement specifies that Moore will resign as tax collector effective May 1.
Commissioners reappointed Moore in January to a one-year term. He has eight months remaining on the contract.
Moore will be paid for a period of three months, estimated to be $18,000. His annual salary is $72,344.
He will also receive all other benefits available to county employees for the 90-day period starting May 1.
The county will also provide Moore his current medical insurance through Dec. 31 or until Moore finds employment.
The agreement also includes a stipulation that the county agrees not to give a less-than-favorable recommendation to prospective employers and that ěeach party will make every effort to convey that the termination resulted from a disagreement in management style within the tax department and did not relate in any way to malfeasance or misfeasance of financial matters.î
Earlier this month, Reamer said a relatively new employee in the tax office took issue with Mooreís style. He went on to cite the high level of pressure in the office, where the staff deals daily with citizens who arenít happy paying taxes.
In the agreement, Moore pledged to release the county from any future claims arising from the termination.
Moore is a former bank manager and bank vice president.
