Kannapolis resists Cabarrus push to dictate zoning in annexation area

KANNAPOLIS ó Cabarrus County is pushing the city to maintain the county’s zoning in an area Kannapolis plans to annex in the future. And City Council members said Monday night they don’t agree with that proposal.
“This would tie our hands as far as future development,” Councilman Roger Haas said.
Council members discussed the Cabarrus County Central Area Land Use Plan, which council members believe conflicts with future plans to annex the Lane Street/Brantley Estate area.
The county’s plan would call for the city to sign an interlocal agreement that would prevent zoning from being changed in the area under consideration for annexation. Council members agreed the plan is not in the city’s best interest.
At its meeting Monday, the council also received information about the 2015 Land Use Plan proposal from Ben Warren, the city’s assistant planning director.
In other matters, the council:
– Agreed to close an unopened right of way formerly known as Herman Street. Property owner Gerald Garmon expressed support for the measure as it would reunite property he owns on both sides of the road.
– Unanimously approved an amendment to the language of Multi-family Residential Design Standards.
– Approved amendments to the Industrial Incentive Grant Program Policy to add a 3-year, 85 percent grant to the categories of grants.
– Approved the Citizen’s Advisory Commission for Community Development’s funding recommendations for non-profit organizations to receive COB Public Service funds.
