The Spencer Board of Aldermen voted to accept a bid on a stormwater project during Monday night’s meeting.

The board unanimously voted to accept a bid for $9,500 from Blankenship Grading and Utilities to clean the stormwater drainage system at 301 N. Salisbury Ave, which is where the town’s Food Lion is located.

The project stems from a complaint the town received from a resident this summer about the drainage system in the grocery store’s parking lot failing. Water was running over the sidewalk and into the street.

While looking into the problem, the town found that the property’s storm-drain pipes were clogged with sediment.

The city sent a letter to the property owner, Agapion Properties II LLC of Greensboro, in July about the issue, stating the company had to take care of the problem. But the city never got a response, and the problem wasn’t fixed.

When the town receives no response from a property owner regarding a code ordinance violation, the town has to fix the problem and then bill the property owner for the cost. If the property owner doesn’t reimburse the town then a lien is put on the property, according to Kathryn Clifton, the town’s land management director.

There were two other bids for the project, one for $9,675 from Spinnaker General Contractors Inc. and the other for $9,900 from Gene Stoner Grading and Hauling Inc.

The board also unanimously approved an amendment to the town’s policy for funding non-profit organizations. The amendment added a new section about in-kind funding from the town. It states: “In-kind grant funding shall be limited to the waiver of reservation, deposit and permit fees for special events open to and intended for the benefit of the general public. The applicant shall still be responsible for the amount of any damages to town-owned property.”
