In the Rowan County Board of Commissioners’ last meeting under its current makeup, commissioners could approve a retail development south of I-85 and adjacent to Julian Road.

Monday’s agenda includes two items related to the the retail center. One is for a public hearing and the other would modify the Summit Corporate Center’s covenants for the development.

The commissioners will have a public hearing during their regularly scheduled meeting for development of a 26.3 acre parcel in the Summit Corporate Center. Hutton Growth One LLC, of Tennessee, has a lease agreement with Dick’s Sporting Goods for 35,000 square feet at the site, according to the lease. A Charlotte-based marketing group’s partial site plan also shows a Hobby Lobby at the shopping center.

The total amount of retail space would initially be 151,500 square feet, with three lots planned for future development, according to Rowan County Planning Department documents.

During an October planning board meeting, Ben Berry, of Berry Engineering, estimated construction could begin in December and the stores could open in fall 2015. Once filled, it would contain three anchor stores, two smaller retail spaces and two stand-alone buildings, according to site plans.

The commissioners will consider changes to covenants on the property to allow the development, according to a letter from Rowan Works Economic Development Director Robert Van Geons to commissioners.

“The Hutton Group intends to develop this land for retail uses, which are currently not allowed by the existing covenants in Summit,” Van Geons’ letter states. “In order to accommodate designed retail development, these covenants will need to be amended in order to permit the Hutton Group to place a retail development in Summit.”

Some of the changes include adding retail uses to the list of definitions and allowing retail and a movie theater on tracts one and two of the development.

On Monday, the commissioners will also consider:

• Raising pay for the Rowan-Salisbury Board of Education members.

Board of education members currently make $200 per month, with the chairman receiving an additional $100 stipend.

A proposal from commission vice-chairman Craig Pierce would raise the pay to $350 per month for board of education members. Pierce’s proposal would keep the chairman stipend identical to its current amount. Any board of education member appointed to the Joint Planning Committee or Appeals Committee would earn an additional $25 stipend per meeting, according to Pierce’s proposal.

Pierce’s proposal would cost an additional $10,000 annually and take effect Jan. 1, 2015.

“I feel these changes are appropriate in that the staff cannot find a record as to when the last increase for the board of education occurred,” Pierce’s proposal states.

• Setting a public hearing for Dec. 1 for incentives in relation to a development that’s been code-named “Project Nine Mile.”

A letter from Van Geons to the board of commissioners states that the new development would add 200 jobs at an average salary of more than $35,000.

The company plans to invest more than $15 million in the development, according to the letter from Van Geons.

“‘Project Nine Mile’ would be the first North Carolina production facility for this company,” his letter states. “The total capital investment for ‘Project Nine Mile’ exceeds the minimum criteria for consideration of a Level 1 Grant under the adopted Rowan County Investment Grant Program. This project would directly create a substantial amount of new jobs, while also expanding Rowan County’s Tax base.”

• Setting a public hearing for Dec. 1 in relation to Carolina Quarries Inc.’s application to modify conditional use standards for existing quarrying operations.

The modifications would specifically address setbacks, access and storage of waste material for existing businesses.

• Approving the sale of withdrawn library materials.

• Approving the Rowan County Airport’s seven-year transportation improvement plan.

• Approving a $72,255 contract to renovate the flooring system in a Rowan County Airport hangar.

• Adding Hidden Oaks Drive, Performance Road and Motorsports Road to the state secondary Road System for maintenance.

• Approving a gift of $250 to outgoing Rowan County commissioners.

• Authorizing County Manager Aaron Church to sign off on environmental certification for the Gildan Yarns Road Project.

• A quasi-judicial hearing for Carolina Perlite Co. Inc. in relation to a request to build a 12,000 sq.ft. building addition and a new processing furnace to their facility located at 14750 US 52.

• Approving the county to publish all board adopted contracts on the county website that are dated later than Nov. 1, 2014.

• Conducting a closed session to approve previous closed session minutes and to address a personnel matter.
