– China Grove Alderman Allen Welter said at a recent China Grove board meeting that the town of Spencer was going to require him to make $100,000 in improvements in a building he wants to convert for use as a beauty salon. Spencer officials said Welter inquired about using the property as a boarding house and a sprinkler system ó that Welter says will cost $100,000 ó is required by state regulations.
