East Spencer police issue citations for teens involved in Oct. 9 traffic accident

EAST SPENCER — The teenage driver involved in an Oct. 9 traffic accident near a bus stop and the teenager who was struck by her car have both been issued police citations.
The East Spencer Police Department issued a citation to Anna Evans, 16, who was behind the wheel of a Ford Focus traveling in the northbound lane when a 15-year-old student was struck.
Police Chief Sharon Hovis said Evans was headed to North Rowan High School. The 15-year-old was at the bus stop and crossed the road. Police have not said why he crossed the road.
Hovis said Evans was not texting and her attention was not diverted. She was traveling the posted 35-mph speed limit.
She was issued a citation for failure to yield right of way.
Evans and her 16-year-old passenger were not injured.
Hovis said she consulted with the Rowan County District Attorney’s Office, but she has not provided the Post with details about the nature of the citation to the 15-year-old pedestrian.
Rowan District Attorney Brandy Cook said she could not discuss the case.
“Due to the N.C. Rules of Professional Conduct, we cannot discuss pending criminal investigations nor pending criminal charges,” Cook said.
