Commissioners to hold public hearing on leash ordinance

The Rowan County Board of Commissioners will meet Monday, Aug. 6, at 3 p.m. to discuss proposed changes to the county leash ordinance.
The ordinance will require “sufficient restraint,” of animals such as through leashes attached to a harnesses or collars.
Latest changes to the ordinance include clarification of vehicle confinement, specifying that vehicles are appropriate only during travel when the vehicle is in motion or stopped.
By public hearing on Monday, commissioners could adopt changes that address recent concerns regarding electronic control devices such as correction collars. Under the new ordinance, the devices are not considered restraint leashes off of the owners’ property.
In other business from Monday’s agenda:
- Commissioners will hold a public hearing to consider adopting a moratorium ordinance for campgrounds and recreational vehicle parks.
The moratorium will be from Aug. 6, 2018 to Feb. 6, 2019 and prevent the development or expansion of campgrounds and recreational vehicle parks.
This temporary halt in campground expansion and development will allow county staff and commissioners to address concerns raised by residents of High Rock Lake regarding secondary impacts associated with the amenities: trash, traffic, noise and sewage.
- Commissioners will hold a public hearing for a family subdivision waiver for a jointly owned property off of Deal Road.
The waiver will allow Kimberly Nash and her siblings Tim Goode, Randy Goode, Joy Melton and Sarah Campbell to develop a five-lot family subdivision on the 16.77-acre tract.
- The board could appoint 11 people to eight local boards and commissions.
These include the Airport Advisory Board, the City of Kannapolis ETJ, the Juvenile Crime Prevention Council, the Local Emergency Planning Committee, the Lock Volunteer Fire Department Fire Commissioners, the Rowan Public Library Board, the Rowan Transit System Committee and the Zoning Board of Adjustment.
