SALISBURY — Salisbury City Council will review the first draft of the Analysis of Impediments, which will be sent to the U.S. Department of Housing and Urban Development, at its 6 p.m. Tuesday meeting at City Hall, 217 S. Main Street.

Through the Fair Housing Committee, the city has identified the impediments to be: lack of a formalized structure for a local fair housing system; insufficient supply of adequate and affordable housing to meet the growing needs of low- and moderate-income residents, including members of the protected classes; public transportation limitations; reducing housing choice for low-to-moderate and special-needs populations; lack of access to housing that accommodates special populations; and mortgage lending practices reducing homeownership opportunities for racial and ethnic minorities.

 Victoria Avramovic, assistant director for community and economic development at the Centralina Council of Governments, will present the draft to the council.

The committee, which is a combination of Housing Advocacy Commission, Human Relations Council, Salisbury Community Development Corp. and City Council-appointed members, has met several times, since its formation on Dec. 5.

The Analysis of Impediments will have a 30-day comment period starting May 27, with a public hearing on June 4. The council will receive another presentation of the analysis on July 16 and it is scheduled to be approved then.

In other business:

• City Manager Lane Bailey will present a proposed budget for fiscal year 2019-2020. The council will consider setting a public hearing for June 4.

• The council will receive an update on Salisbury-Rowan Utility Projects, including Advanced Metering Infrastructure Implementation, Modular Floating Reservoir Covers, and Water and Wastewater Asset Inventory and Assessment grants. The council will then consider adopting resolutions confirming the AIA Grants Projects.
