SALISBURY — Because of Tuesday’s election, the Salisbury City Council will meet at 2 p.m. Friday at the council chambers, 217 S. Main St.

Council members will consider adopting a draft federal-action plan by Leslie Mozingo, of Strategic Consulting, the city’s lobbyist.

The plan will address downtown redevelopment and quality of life. Projects include finding gap funding for the Empire Hotel redevelopment and West End neighborhood revitalization and a year-round location for the farmers market.

Under public safety, needs for police include re-entry and second-chance innovative policing strategies as well as gang suppression and violent crime reduction.

Needs for the Fire Department include securing grants through the Assistance to Firefighters Grant Program and the Fire Prevention and Safety Grant program.

Needs for the opioid epidemic include securing grants to help the city and community partners battle drug use, such as Rowan County’s need for a treatment center.

Public infrastructure includes a bus and bus facilities grant to support regional transit and a BUILD Grant for the Rowan-Cabarrus Platform Improvement Project, including transportation needs, aging water infrastructure updates and stream restrictions with stormwater.

Funding and policy interests include finding grants for brownfield cleanup; maximizing opportunity zone benefits; funding for programs to enhance community park and recreation needs; seeking federal policies to support local efforts to address issues; and seeking ways to support Rowan County.

On the consent agenda, the council will approve a budget ordinance amendment for $95,000 from the Carolina Thread Trail Grant.
