Blotter for Dec 15: man arrested after allegedly fleeing from second traffic stop of the night

SALISBURY — A man was arrested after police say he fled from a second traffic stop on Interstate 85 just 20 minutes after being cited for driving while his license was revoked.

The second traffic stop was initiated just before 1 a.m. on Wednesday near exit 68 on the interstate. A deputy located on the ramp said that he noticed a black passenger vehicle driving southbound without any rear lights on, according to a spokesperson for the Rowan County Sheriff’s Office.

The deputy then caught up to the car around the Old Beatty Ford Road exit ramp, at which point he noticed the vehicle change lanes in front of a tractor-trailer in an “unsafe manner,” the spokesperson said. The deputy then turned on his vehicle’s lights in an attempt to stop the black car, but the driver began to speed up in an alleged attempt to flee the stop.

The spokesperson said the driver began erratically changing lanes while continuing to speed up, continuously flashing his headlight high-beams in an attempt to get other drivers to move out of the way. The chase continued until the driver exited the interstate onto Cannon Boulevard in Kannapolis. Kannapolis police officers had stop sticks set up at the intersection of Cannon and Dale Earnhardt boulevards. When the driver saw the police cars, he pulled an abrupt U-turn and began to head down Cannon Boulevard towards the interstate.

The driver eventually hit stop sticks set up by Landis police officers at the Oregon Boulevard intersection. Even as his tires deflated, the driver allegedly took the ramp back onto the interstate. The driver traveled a quarter of a mile before he pulled over. 

While deputies were arresting the driver, another deputy arrived to assist and said that he had pulled over the man around 12:30 a.m., citing him for driving while his license was revoked, according to the spokesperson.

Khan Kpa, 19, was charged with felony flee to elude, speeding more than 15 mph over the speed limit, driving while his license was revoked, displaying a fictitious tag or license plate, displaying an expired registration plate and driving while the rear lamps on his vehicle were not on.

Kpa was placed in the Rowan County Detention Center and given a $30,000 bond.

In Salisbury Police Department reports:

  • A larceny of a bicycle occurred in the 700 block of East Innes Street between 8:27 a.m. and 8:45 a.m. on Dec. 12. The total estimated loss was $100.
  • A hit and run causing property damage occurred in the 1900 block of West Jake Alexander Boulevard between 7:45 a.m. and 12:35 p.m. on Dec. 12.
  • A larceny occurred in the 700 block of East Innes Street at 4:20 p.m. on Dec. 12. The total estimated loss was $279.
  • Jonathan Paul Mayers was charged with second-degree trespassing and resisting, delaying or obstructing a public officer on Dec. 12.

In Rowan County Sheriff’s Office reports:

  • A sex offender registry violation occurred at Willow Road in Salisbury between noon on Dec. 6 and 9:54 a.m. on Dec. 12.
  • Fraud by false pretenses occurred at North Main Street in Salisbury at 4:52 p.m. on Dec. 12.
  • Unauthorized use of conveyance occurred at Beaten Path Road in China Grove between midnight and 5 p.m. on Dec. 12.
  • Kelli Marie Hydok, 36, was charged with possession of a stolen vehicle, possession of a schedule II controlled substance and possession of drug paraphernalia on Dec. 12.
  • Rufus Obinia Williams, 54, was charged with carrying a concealed gun and possession of drug paraphernalia on Dec. 12.
  • Brenda O. Campbell, 79, was charged with writing a worthless check on Dec. 12.
  • Oscar Leanard Jarmon, 28, was charged with felony possession of a stolen firearm and possession of a firearm by a felon on Dec. 12.
  • Stephen Lamour Hailey, 36, was charged with felony larceny of a motor vehicle on Dec. 12.
  • Jonathan Romare Kimble, 39, was charged with non-support of a child on Dec. 12.
  • Travis Robert Mullis, 40, was charged with larceny on Dec. 12.
  • Tamara Dashay Burley, 50, was charged with allowing an animal to run at large on Dec. 12.
  • Daniel Obrian Mcclure, 32, was charged with harassing telephone calls and violating a 50B order on Dec. 12.
  • Grace C. Horne, 24, was charged with violation of a county ordinance on Dec. 12.
