Preview: Salisbury City Council to consider increase to insurance premiums for city employees

SALISBURY — At its upcoming meeting, the Salisbury City Council will hear from Finance Director Wade Furches about increasing health insurance premiums by 3 percent for city employees for the new fiscal year starting July 1. 

The meeting will take place on Tuesday, March 19, at the city hall building at 6 p.m. Here are the other agenda items that will be discussed: 

  • Council to receive an introduction to Traffic Engineer Victoria Trexler. 
  • Mayor Karen Alexander will make the following proclamation: Transgender Day of Visibility on Mar. 31, 2024. 
  • Council will receive public comment. Anyone who wishes to speak by Zoom must sign up before 5 p.m. the day of the meeting by contacting Connie Snyder at csnyd@salisburync.gov. Residents who wish to speak in person can sign up in council chambers. Anyone who is unable to speak during the meeting may submit written comments to the email above and they will be shared with the council.
  • Planning and Neighborhoods Director Hannah Jacobson will ask the council to consider the voluntary annexation of a little over 58 acres located on Woodleaf Road effective March 19. There will be a public hearing regarding this matter. 
  • Senior Planner Victoria Bailiff will ask the council to consider adopting an ordinance amending the land development district map to rezone one parcel, approximately 10 acres, located at the intersection of Hader Street and Peach Orchard Lane, from Rowan County commercial business industrial zoning to city of Salisbury light industrial zoning. There will be a public hearing regarding this matter. 
  • Senior Planner Victoria Bailiff will ask the council to consider adopting an ordinance amending the land development district map to rezone one parcel, approximately 13 acres, located along South Main Street approximately 1,500 feet north of the intersection with Airport Road from light industrial to highway business zoning. There will be a public hearing regarding this matter. 
  • Senior Planner Victoria Bailiff will ask the council to consider adopting an ordinance amending the land development district map to rezone one parcel, approximately 5 acres, located along the 1100 block of Klumac Road from highway business to highway business with a conditional district overlay to request an exception to the land development ordinance alternate design requirements. There will be a public hearing regarding this matter. 
  • City Planner Emily Vanek will ask the council to consider adopting an ordinance designating the “Salisbury Building” located at 121 West Council Street as a local historic landmark. There will be a public hearing regarding this matter. 
  • Planning and Neighborhoods Director Hannah Jacobson and City Planner Malikia Cherubala will give a presentation to the council about the 2024 draft action plan and budget for the use of Community Development Block Grant and HOME Program funds.
  • Planning and Neighborhoods Director Hannah Jacobson and Urban Design Planner Alyssa Nelson will ask the council to consider approving revisions to the Downtown Revitalization Incentive Grant Program. 
  • Public Works Assistant Director Michael Hanna will give the council an update on the Stormwater program, master plan, proposed rate increase and three active capital improvement plan projects. 
  • Public Works Director Chris Tester will ask the council to consider awarding the 2024 street resurfacing contract to NJR Group, Inc. in the amount of $1,081,898 for street paving and to adopt a budget ordinance amendment to the fiscal year of 2023-2024 budget in the amount of $124,192 to appropriate additional Powell Bill revenue.
