Preview: Salisbury City Council to consider filling empty council seat

SALISBURY — The members of the Salisbury City Council will consider filling a vacant seat on the council during the upcoming meeting on Tuesday.
The seat has been vacant since former Councilor Anthony Smith resigned in September in order to move to Birminghman, Alabama, for career opportunities and to be closer to his mother.
A few weeks after Smith resigned, the city council asked for community members that were interested in serving on the city council to submit applications, with a focus on candidates with a “background in community service, experience on boards and commissions, effective collaboration and communication skills, and qualifications that align with the city’s goals.”
The upcoming Salisbury City Council meeting will be at 6 p.m at City Hall, located at 217 S. Main St. City Clerk Connie Snyder confirmed that Election Day will not interfere with the city’s meeting schedule. The other agenda items that will be discussed include:
- The council will receive an update on the city’s microtransit program. The city received a multimillion grant from the state and federal governments in 2023 and plans to implement a pilot program utilizing a third-party vendor that provides operators, vehicles, software and operations management. The pilot would follow the city’s route three, which includes Spencer, East Spencer, the VA Medical Center and Novant Rowan Health Medical Center.
- The council will consider authorizing City Manager Jim Greene Jr. to enter into a municipal agreement with the N.C. Department of Transportation for funding to update the city’s multimodal network plan, which provides guidance for the city in improving and implementing bicycle and pedestrian infrastructure. The plan currently in place was approved in 2009. The new plan is expected to cost a total of $70,000, with the city providing $21,000.
- The council will consider authorizing Greene to enter into a Radio Repair Agreement with Rowan County. The agreement would establish cost, price and schedules for the maintenance and programming of the police and fire departments’ radios.
