School board to begin search for construction manager at risk

The Rowan-Salisbury Board of Education will begin advertising for a construction manager at risk for its central office immediately.

The board approved the advertisement that will run in local newspapers, online and in trade magazines. The deadline for responses is June 16 at 4 p.m.

According to a tentative timeline also distributed at the meeting, several construction managers will be selected for interviews the following day. Those interviews will take place by June 26, and a recommended construction manager will be submitted to the school board for its approval at its June 30 meeting.

“Of course, that is a moving target,” said Anthony Vann, assistant superintendent of operations.

Two or three board members must be selected to serve on the construction manager selection committee.

The timeline also estimates final working drawings should be completed by Aug. 4, the construction manager at risk firm should submit a guaranteed maximum price by Sept. 8 and final contract approval should be received by Sept. 15.

During closed session, the board also approved the job description for a director of assessment and accountability services.

The title is currently part-time and held by Colby Cochran, but will become fulltime when the position is filled.

The board decided it was necessary to make the position fulltime because there are many aspects to the position that Cochran hasn’t been able to fulfill because the position is only part-time.

The district wants to be able to “best utilize the data for driving the implementation of the curriculum,” according to Chairman of the Board of Education Dr. Richard Miller.

According to the job description, the new, 12-month, fulltime position will “direct, coordinate and supervise the administration of tests, assessments and accountability programs as mandated by the North Carolina Board of Education and the Rowan-Salisbury Board of Education” and “to report and explain the results to various audiences.”

The director of assessment and accountability services will report to Julie Morrow, assistant superintendent for curriculum.
